Actually a true libertarian would say that all things are legal until they infringe on a person's rights. In this case it would infringe on other people's rights to be safe, like minded people who consented to being around maskless would be allowed by they could not be around those who do not consent to it.

Libertarian doesn't just mean right wing nut job, it means all laws should be based around personal rights and freedoms.
